December Sir Henry Pottinger re-assumed the Government of Hong Kong, and on 4th January 1843 his Private Secretary informed our Webster that the transfer of Captain Meik's grant to him would not be recognized "as Captain Meik obtained permission to build on that ground on terms in which he totally failed". Eventually on 9th January 1843 the Chief Magistrate peremptorily stopped Mr Webster's buildings.
4. Our Webster appealed against Sir H. Pottinger's decision, and the correspondence on the subject was referred to this Board. In a Report dated 11th January and 18th October 1875, this Board explained fully the grounds on which it considered Mr Webster entitled to indemnification for the loss which he had incurred by the forfeiture of his Land. Lord Stanley, however, did not consider those grounds sufficient, but referred the matter for Sir J. Davis's decision. Sir J. Davis decided against Mr Webster on the ground that he had not fulfilled the condition on which the Land was originally granted to Captain Meik. Mr Webster, who was in England, having been made acquainted with this decision, wrote
